Sandbag Policy Revision Lowers Sandbag Limit

Hernando County has revised its policy on sandbag distribution (Policy No. 15-02) should flooding conditions arise.

Language has been changed to specify that sandbags be made available to Hernando County residents only, and the number of sandbags has been reduced to a limit of 20, down from 50.

Other language revisions specify the policy pertains to the preparation of storms and/or flooding events rather than immediate flooding conditions and that the Department of Public Works will be responsible for maintaining a minimum of 2,500 sandbags at each County approved distribution area.
The policy, last revised in 2005 now reads:

PURPOSE: The purpose of this policy is to establish guidelines for the provision of sand and sandbags in preparation of storms/flooding events.

POLICY: During storm/flooding events, residents look to the County for the provision of sand and sandbags. Sand and sandbags are provided with the intention of them being used to restrict floodwaters from entering houses via doorways and garages and entryways. They are not intended to be used to provide a barricade around houses or property. Sand and sandbags shall be made available to Hernando County residents (“Residents”) in accordance with the following guidelines.

1. Upon a determination that a storm may cause flooding and/or flooding condition is eminent or exists, the County Administrator or Emergency Management Officer may authorize the issuance of sandbags and sand on an as- needed basis at a County approved Distribution site.

2. Sandbags and sand will be made available to residents at locations designated by the Emergency Management Officer.

3. Residents may obtain up to 20 sandbags. It will be their responsibility to fill, transport and place the bags at their residences. Brochures will be made available to residents illustrating the proper filling technique and use of sandbags.

4. It is the responsibility of the Department of Public Works to maintain a minimum supply of 2,500 sandbags in inventory for use in emergencies.

5. Sand and/or sandbags will not be delivered directly to private residences.

6. The Emergency Management Office will attempt to provide volunteer assistance for elderly or handicapped residents needing assistance with sandbags.

7. At the County’s discretion, exceptions to this policy will be considered on a case-by-case basis.
