Bonds lowered for several defendants in human trafficking case

Judge Daniel Merritt is presiding over the human trafficking case involving the nine named suspects, reported on last week.  The State Attorney’s Office made a motion for pre-trial detention for all the defendants.  Each motion filed for pre-trial detention was denied by Judge Merritt on the basis of the motions being factually insufficient.  Judge Merritt lowered several of the bond requirements from a total of $650,000 to $25,000.  Kaladeen Latchman’s bond was not decreased, while bond for Shawn Henson and Joseph Easton was set to a total of $11,000 ($5,000 CT 1–$5,000 CT 2—$1,000 CT 3– Release on own Recognizance (ROR) CT 4.)  Judge Merritt set ROR for count 4 in all bond reductions, stating that the court finds no probable cause.

The counts are as follows:

1- HUM TRAF COM SEX LT 18 YOA MENT DEF MENT INCAP    
2- CONSPIRACY TO COMMIT HUMAN TRAFFICKING
3- USE 2 WAY COMMUNICATION DEVICE TO FACILITATE FELONY
4- LEWD AND OR LASCIVIOUS BATTERY 

Henson was declared indigent and appointed a public defender. Several of the other defendendants asked for indigent status due to private attorney costs. Arrest warrant bond conditions remain the same for the suspects.  The suspects who have posted bonds were placed on active GPS monitoring with several restrictions.  They are prohibited to have direct or indirect contact with victim, intentional contact with minors under 18 years of age, prohibited from locations where children congregate, prohibited from possessing devices with internet connection capabilities, cannot travel outside of the county where they live except for travel to Hernando for court appearances.  There are other restrictions on possession of obscene material, possessing firearms and using dangerous substances.  The next hearings are scheduled for June 11 starting at 9am.

Kemble, Lawrence
A public defender was appointed to represent Kemble.  The motion for bond reduction was granted. Bond was set at $10,000 CT 1–$10,000 CT 2—$5,000 CT 3– ROR CT 4. Kemble posted bond with Gene Hood Bail Bonds.  He must remain in Marion County.

Doyle, Matthew
The motion for bond reduction was granted. Bond was set at $10,000 CT 1–$10,000 CT 2—$5,000 CT 3– ROR CT 4. Doyle’s attorney filed a motion to modify the pretrial release conditions on 5/23. He is seeking the ability to have contact with his minor child and minor grandchild as well as have travel to Pasco to meet with his attorney.

Latchman, Kaladeen
Latchman is on ICE Hold as of 5/23/19.  Latchman’s attorney filed a motion for bond reduction which was denied.  He remains at no bond status for count 1, $500,000 bond for count 2, $50,000 for count 3, $100,000 for count 4. 

Barile, Luigi
The motion for bond reduction was granted. Bond was set at $10,000 CT 1–$10,000 CT 2—$5,000 CT 3– ROR CT 4. Posted $25,000 in surety bonds. Attorney filed a motion to modify the pretrial release conditions so that Barile could travel in Central Florida for work and have a flip phone to take business calls.

Hancock, William
Posted $25,000 in surety bonds.  Must stay in Palm Beach County until next hearing on June 11.

Raulerson, Jason
Posted $25,000 in surety bonds.  The defendant is allowed contact with own child.  He was granted permission to travel to several other counties. Hearing is scheduled for May 30 at 9am in addition to June 11.    

Easton, Joseph
Easton’s bonds were reduced to $11,000. ($5,000 CT 1–$5,000 CT 2—$1,000 CT 3– ROR CT 4)  He is required to stay in Citrus County with the exception of court appearances.

Giguere, Bryan Joseph 
Bonds were set at $25,000 with bond conditions per arrest warrant except he is allowed contact with his own children and he must stay in Florida.  Giguere posted the bonds through Absolute Bail Bonds. The hearings are scheduled for May 30, 2019 and June 11, 2019.
