NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY GIVEN that the Board of County Commissioners of Hernando County, Florida, will hold a public hearing Tuesday, November 16, 2021 at 9:00 a.m. in the County Commission Chambers, Hernando County Government Center, 20 N. Main Street, Room 160, Brooksville, Florida. The purpose of the public hearing is to consider creating an Ordinance entitled:

“MILGATE CT. ROAD PAVING MUNICIPAL SERVICE BENEFIT UNIT”; PROVIDING FOR THE PURPOSE OF THE UNIT; PROVIDING FOR THE PAVING IMPROVEMENTS WITHIN SAID UNIT; PROVIDING FOR THE ADOPTION OF RULES AND REGULATIONS FOR THE OPERATION OF SAID UNIT; PROVIDING THAT SAID UNIT SHALL BE UNDER THE CONTROL OF THE BOARD OF COUNTY COMMISSIONERS OF HERNANDO COUNTY; PROVIDING FOR THE ADMINISTRATION OF SAID UNIT; PROVIDING FOR THE LEVY OF AN EQUITABLE PER PLATTED LOT/PARCEL ASSESSMENT; PROVIDING A METHOD OF LEVY, COLLECTION AND ENFORCEMENT OF AFORESAID ASSESSMENT; PROVIDING FOR INCLUSION IN THE COUNTY CODE; PROVIDING FOR AN EFFECTIVE DATE.

The proposed improvements consist of the preparation of existing lime rock base covered with 1 ¾ inch of asphalt, sodding, seeding and mulching, as required to meet Limited County Standards (Ord. No. 88-5 Sec. 24-3). Existing permitted driveways will receive a five-foot asphalt apron with a maximum width of twenty feet per County Standards.

A preliminary budget has been prepared for the project as well as a preliminary assessment amount. Property owners have the option of paying the non-ad valorem assessment in full, or financing the assessment over ten (10) years in equal installments to be paid with the annual property tax bill, which would include an estimated interest rate of 2.5% per year and would be collected in the same manner as ad valorem taxes.

The methodology for assessing the 13 benefitting properties for the paving improvement is an equal per parcel/platted lot assessment with corner lots paying half an assessment for each abutting unimproved roadway with exception to corner lots on non-MSBU eligible roads. All government owned property is exempt. This methodology results in 12.5 assessable units.
If the assessment is paid-off the preliminary budget is $93,972.00 making a cost of $7,518.00 per unit. If the assessment is financed over a ten-year period at 2.5% interest, the annualized budget is $11,813.00, creating a per unit assessment of $1,313.00.
