Comp Plan Amendment and Rezoning Approved for Mixed-Use Development

Commissioners at the October 13, 2020 Board of County Commissioners (BOCC) meeting voted unanimously to approve a small scale Comprehensive Plan Amendment (CPAM 20-03) to change the Future Land Use Map (FLUM) from Residential to Commercial on 9 acres on the north side of County Line Road, 1500 feet west of Oak Chase Boulevard.

A “small scale Comprehensive Plan Amendment” is one that is able to be adopted during the regular meeting and transmitted to the state shortly thereafter.   

A companion rezoning petition (H2027) was also heard and discussed, on which the board voted 5-0 to approve.  

The 9 acres is part of a larger mixed use development. Petitioner Landbuilder LLC plans to develop a residential community of no more than 230 single family homes with lot sizes between 40-60 feet wide. A reverse frontage road will be added to keep a significant amount of traffic from having to turn into the development directly from County Line Road.

The area  rezoned to commercial is largely adjacent to County Line, with most of the residential zone behind it with respect to the roadway.

Several citizens expressed concern over increased residential traffic introduced along County Line Road. Commissioners also see the problems along County Line, however view the commercial district as an opportunity for growth and economic development.  

Commissioner Steve Champion, who moved to approve the amendment, acknowledged the need for expanding County Line Rd, said, “I guess the short answer is that Pasco County didn’t didn’t do what they were supposed to do. We did our portion of expanding the road, they’re not dedicating the money to the other half of the road to get it expanded.” 

Commissioner Wayne Dukes added, “Hernando County spent like 90 million dollars over the years. Pasco may have spent one. Pasco has no interest in County Line Road.”  Chairman John Mitten agreed that this discussion and others like it regarding building along County Line Road illustrates the necessity of fixing it. 

The subject properties of the accompanying rezoning application covered 72.7 acres; 6 property owners and nine parcels and included the following owners/businesses: Captiva Estates, Smitten Kitten, The Brooksville Elks, Johnson’s Moving & Hauling, Avalon VIllage Holdings LLC and LandBuilder, LLC.  These were rezoned appropriately as a result of the amendment.
